Which install kernel did you use? If you used the 2.2.20-idepci one, it's deliberately missing ipchains for space reasons. If you used bf2.4, then it's missing ipchains because 2.4 has the far better 'iptables'. Did you follow the instructions? You HAVE to add the initrd line to your lilo.conf and rerun lilo (as it explicitly says) or else your system WILL NOT BOOT.
