I'll look into that. I've already got a working solution that involves
comparing /var/lib/dpkg/available to /var/cache/apt/archives, but if the
other approach is faster, so be it.

Well, I've seen a lot of interest (maybe 20 downloads in the last two
days) in libgal9 and libgtkhtml14, which are needed for the current
gnucash package in Sid. Then today someone asked for libgwrapguile9, so
I put that one up too. Then I started thinking maybe a real archive was
needed. Of course, just like you, I have only the subset of packages
that I actually use.
