More than likely what you were seeing is an effect of the package that
you removed.  If it were the reason that some packages were being held
back, the act of removing the blocking package would then allow the held
packages to install.

Note that "held back" is NOT a synonym for "held".  A "held back"
package is one that is unable to be updated due to dependencies.  A
"held" package will never install without some action on the part of the
admin.
