I guess you can still reboot your system. If so reboot system with rescue disk. Mount current system partition on harddisk to somewhere like /target. Run dpkg --root=/target -i <package> to install working version of debconf to the harddisk using chroot trick. Some forcing option may be helpful here. (man dpkg) Life is easier if you have some partition whech can be overwritten. Then install minimum debian system to there to do above operation. Old swap partition may be a good candidate after fdisk. Then you have access to more command.
