You could check out FreeS/WAN... It has an IKE implementation and is quite interoperable with other IPSEC implimentations... I used it for quite some time until I had to dismantle and rebuild my network and just haven't put it back in place... There is the freeswan package and the kernel patch package but last time I check'd I had to patch the package to get it to build properly on a 2.4 kernel because the kernel-patch package broke the upstream install that did work on a 2.4 kernel...
