The problem was related to sawfish's tooltips. I had them configured to appear, but they were not appearing. Instead, they were beeping whenever I hovered the mouse over a window frame. I turned this impossibly obnoxious behavior off, but the question remains: why are sawfish's tooltips not available? I installed sawfish-gnome. -jwb
