I don't know of any good C++ mailing lists, but I would suggest you take a look at Ivor Horton's Beginning Visual C++ 6 from Wrox Press. Half the book is tailored to Windows programming, but the other half is a very well-taught lesson on C++ Console Programming, useful in DOS, Unix, or anywhere else for that matter.
