KDE's web browser is Konqueror which works well.

Some of kde3.1 is now in unstable - the rest is sitting in the wings waiting 
to go in.  Just put the following in your /etc/apt/sources.list (as well as 
the standard unstable deb lines).

deb http://people.debian.org/~ccheney/kde-3.1.0-1/ ./
deb http://people.debian.org/~ccheney/kde-other/ ./

And you will get everything.
