add  ntpdate ntp.your_isp.com  into your /etc/rc.d/rc.local file
 or rdate instead of ntpdate

in your /etc/ntp.conf
        - find and add the nearest public ntp server 

        http://www.eecis.udel.edu/~mills/ntp/servers.htm
