Always start at www.debian.org (Most lunguage are supported.) For packaging, deb is actually ar containing tar or something. For details start from maintenars guide http://www.debian.org/doc/maint-guide/ Advantage over rpm is post/pre-script which update running daemon on the fly. And apt-get which automatically update security fixes.
