The problem with debians (at least woody) version of GDM is that it is configured to run in the next free Vitual Terminal. stating it to run on vt7 in /etc/gdm/gdm.conf (very bottom) will prevent the conflicts with the keyboard so that it will work under runlevel two on vt7.
