Yes, this is the correct syntax. From man procmailrc: If the regular expression contains `^TO_' it will be subĀ stituted by `(^((Original-)?(Resent-)?(To|Cc|Bcc)|(X- Envelope|Apparently(-Resent)?)-To):(.*[^-a-zA-Z0-9_.])?)', which should catch all destination specifications containing a specific address. So ^TO_ will expand to match pretty much anything indicating which mailing list the message was sent to, and should catch them all.
