The line that is failing says

  . /usr/lib/tcl8.3/tclConfig.sh

or something like it.  Make sure that the relevant package is present.
I'm not sure that the build dependencies are complete on 7.0.3.

The relevant package is tcl8.3-dev.  It will probably work with an
earlier tcl version.
