There's just a little more to it than that. Setting that parameter will make the /etc/init.d/hwclock.sh script use the correct switch for its hwclock commands, but you should get into the habit of using the switch (--utc or its opposite --localtime) when you use the hwclock command yourself (particularly if you've been making changes).
