Thanks for the explanation; I was pretty poorly informed about all this.
When I downloaded jack it pulled in vorbis-tools, libvorbis0 and
libvorbisfile3.  When I tried to run jack (the man page said just enter
the command jack and watch things happen) it wrote a .jackrc file which
set the encoder to oggenc.  When I started jack again it used
cdparanoia to rip a track from a cd and I got the error when it tried to
encode the track.

Now that I understand more about the encoders, ogg vorbis should meet my
needs so my problem will be just to find the problem with oggenc.  I'll
try installing abcde and see how that works.
