Your friendly, neighborhood ~/.gtkrc is where you can change these
options.  If you're in KDE, somewhere in Look and Feel, you can tell
it to make "non-KDE" programs share the same scheme.  

Not sure where the devels are coming from, since the only thing that
changes is a .gtkrc-kde appears in my home directory and GTK stuff
matches Qt stuff.  It might be setting X resources, too, for programs
that look at those; I'm not entirely certain why KDE and Gnome don't
use X resources themselves...
