That might be a dumb question but I have to start somewhere: Does the /lib/modules/2.2.18pre21/net/tulip.o file exists? Perhaps tulip.o depends on other modules that you do not have? Perhaps you have to add some lines to your /etc/modutils/aliases and run update-modules?
