It isn't.  A user need only be a member of the dip group in order to bring
up a ppp connection with pon or gpppon.  A user need only be a member of
the dialout group to dial out.  This allows seperate control over which
users can bring up ppp connections and which ones can dial out with minicom
and such.

Kppp is, to put it as politely as I can, not as well designed as it might
be.

ppp is implemented in Debian just about exactly as recommended by the
upstream maintainers.
