For servers that run from inetd, just edit inetd.conf and either `/etc/init.d/inetd restart` (or `killall -HUP inetd`) to make inetd reread its configuration. No reboot is necessary. For standalone servers, `/etc/init.d/<server> stop` will shut it down until the next reboot (or runlevel change).
