Network interfaces get configured in /etc/network/interfaces. Then you
can start/stop them via ip-up/ip-down. See the manpages for details
and on how to add network interfaces to /etc/network/interfaces. These
aliases, e.g. 'eth0:1', are handled just like 'normal' interfaces.
