I may be all wet here, but are you sure it's ttyS1? If your laptop is like mine, it probably has onboard serial that forces your PCMCIA modem up to ttyS3. In fact, cardmgr is smart enough to symlink /dev/modem to it for me, and un-symlink it when I pop the card out--really slick--I always use /dev/modem.
