In the debian subdirecotry of a package there will be a file called rules. It is a Makefile so you can define anything you want using standard make(1) syntax. What exactly you have to change will depend on the program. However you can also do something like e.g. $ fakeroot debian/rules binary to bypass clean and go directly to the binary target.
