in ~/.xsession or /etc/X11/Xsession, add:
xset <blank-seconds> <standby-seconds> <shutdown-seconds>
e.g.:
xset 600 900 1200
...which gives ten minutes to blank, 15 minutes to standby, and 20
minutes to shutdown, on my monitor.
