Why not using apt-get??
Like ``apt-get install whatever''.
(But first do ``apt-cdrom add'' 
for the whole set of Potato CDs,
that will read the package info.
You have to do this only once...
The source for this is at 
``/etc/apt/sources.list'' file)
For example:
# apt-cdrom add 
(loop for the whole CD set)
# apt-get install joe

Or if you want to upgrade the whole 
distribution do:
# apt-get dist-upgrade
