Having never looked into the details of how apt works (well, I did once but I've since forgotten) I'd have thought that the final byte is probably quite important - after all, it may not decompress properly/work at all without it, so telling it not to perform the size check wouldn't achieve anything. You'd probably just end up with broken packages...
