There is tcpserver, which I think does this. http://www.rootprompt.org/article.php3?article=903 suggests using tcpserver instead of inetd for this reason, but I've no personal experience of the software. It's available from http://cr.yp.to/ucspi-tcp.html (You actually specify the IP address at which you want to listen rather than the interface name, but in the scenario you describe I think that this should suffice.)
