No, it shouldn't. You could equally well run `make config' or `make xconfig' to build your kernel. The first doesn't require anything that's not in the Depends: and Recommends: fields. The latter requires you have a running X server. Should the kernel sources depend on xserver (and what not)? I don't think so. Perhaps a Suggests:, but definitely not a Depends: or Recommends: (because dselect will mark these for installation by default)! I just checked (potato) and all the kernel-source packages mention ncurses-dev or libncurses-dev in the Suggests: field. What's more, it also lists tk-dev and for the newer kernels task-tcltk-dev.
