Maybe ATA/66 is not supported for his motherboard? I'm not sure, but a few chipsets have "partial" support only, and sometimes no support. But I think this is being worked on (and pretty fast). I know some VIA chipsets are not supported (because they're buggy), and others are partially supported (because they're new).
