Okay, I'm home right now. The article is called "Bei Anruf Netz" and appeared in the 25/98 issue of c't. However, it only mentions call-back briefly and call-back also depends on an ISDN-adapter, because it identifies the caller by the number and does not accept the connection, but calls back immediatelly. But writing a login-script that asks for the number to call back, then terminates the connection and dials back shouldn't be that hard.
