Probably. In my experience, any time you do *anything* with Windows, you risk crashing it. But that's probably not what you meant. Downloading isn't the issue -- a Debian download is no different from any other download to Windows. Installing is the issue. You have to take more care when installing dual-boot systems than Linux-only systems.
