I may be wrong, bu it seems to me, that there are no russian hyphenation patterns in /usr/share/texmf/tex/generic/hyphen. Rather they are stored in /usr/share/texmf/tex/generic/ruhyphen. From there you must select one, depending on the encoding you use and copy it to hyphen/ruhyphen.tex.
