XMMS and jumpy Bit Rate

When using XMMS, some MP3s seem to cause the play-progrss bar to jump wildly,
and the Bit Rate changes as well.  Is this the result of Variable Bit Rate
(VBR) encoding, or just improperly encoded MP3s?
