If you use mc, you can select the files with + and type foo-[0-9]-bar-[0-9][0-9].txt in the box, then rename (RenMov, F6, with Using Shell Patterns checked) and type foo-*-bar-*.txt and blah-\1-\2.txt in the boxes.
