How to make all build using --cpu=pentium?

[What name]

Are there any globle settings to set a 'make' using gcc with 
--cpu=pentium? I don't want to change every Makefile when I try to have my
system optimized with pentium cpu. Maybe some setting for 'gcc' or
'make'?
