You can, but it will not accomplish anything.  It will still use up all
your bandwidth.  You can't block the ping packets until the kernel
receives them, which means they've already been sent through the modem.
You could do it if you had access to the system on the other end of the
modem.

Write a letter to the owner of the company and threaten to sue them.  That
ought to put a stop to it right away.
