Netscape does not remove all cache through the browser preferences, as far as I've seen. Just do
rm -r /home/yourusername/.netscape/cache (careful, and include /home/username/.netscape/cache in your path to avoid deleting other important directories!) then mkdir /home/yourusername/.netscape/cache to have an empty cache directory. to remove all existing netscape cache that persists on your drive.
