Load package developers-reference and follow the instructions in chapter 2.
However, ignore the bit about waiting 7-14 days; at the moment it's more
like 7-14 months, because the new-maintainers team is overloaded and have
effectively declared a freeze.
Put your package together; put it up on a website and advertise it on
debian-devel mailing list and ask some existing maintainer to sponsor your
package until you eventually become a maintainer yourself. The sponsoring
maintainer will be listed as the package maintainer for the time being.
