You would edit /etc/X11/xdm/Xservers as this is the file which dictates what X 
servers
are managed my xdm. The line for the local server tells xdm to start that 
server. Thus
you can comment out this line to prevent xdm from starting X on the local 
machine (and
thus "taking over the console").
