ntp isn't a cron job--it's a full-time daemon (pun intended :P). Your UP uses maverick.mcc.ac.uk, but it's upper stratum is a .ch addy, so I dunno what to say to that. Just play with ntptrace until you get a full-UK trace to a stratum 1 is my advice.
