Just some background: tools like sgml-tools that format or translate SGML documents usually support only a specific set of DTDs. In the case of sgml-tools, it's Linuxdoc-sgml (old) or DocBook (new), not DebianDoc. For DebianDoc, you'll need to use the formatting tools in the "debiandoc-sgml" package.
