The only MP3 encoder for Linux that I am aware of (Blade's MP3 Encoder) can be found at http://home.swipnet.se/~w-82625/ . I heard rumours of commercial encoders for Linux, but why bother: Blade's encoder works quite nicely. I doubt that you'll find a .deb package, though.
