In /etc/login.defs, it suggests that CONSOLE_GROUPS isn't used there
any longer and that you should use PAM for that functionality.

How do you do this?

I've finally gotten around to trying to impliment advice recieved a
while ago on list only to discover the method has since changed.  I'm
trying to make it so only people logged in at the machine itself (in a
virtual terminal or in X) can dink with audio.
