You can use the ~/.fvwm2/menudefs.hook menus to override the system-wide ones. What you also need to do is to provide a ~/.fvwm2rc user config. file. Do this by copying the /etc/X11/fvwm2/system.fvwm2rc file to ~/.fvwm2rc. You then need to edit out the line: Read /etc/X11/fvwm2/menudefs.hook
