Obsolete/local packages is packages that: 1. is old and now removed from the distribution. Although some of the packages might still be using them if they aren't updated lately to use the new libraries or so... 2. is a package that you have installed as a deb-package but isn't part of the distribution to begin with. Like if you build a package from source and install it. 3. in any other way is obsolete or local... ;) Hope you are helped.
