This is not entirely true. It ignores things like, ohhhh, just an example here... /var/majordom and /usr/lib/listar. Both are mailing lists that keep data in those directories that people might want. For backing up and keeping all the "custom" stuff on a machine it is easier to specify exlcudes to a catchall than trying to include everything. Directories that can, for the most part, be excluded from a comprehensive backup: /dev /bin /sbin /usr/bin /usr/sbin /usr/X11R? - -- Steve C.
