I posted a similar question the other day - and I actually made it work. Here 
is what I did.

Turned shawdow password on: shadownconfig  on

installed the folllowing packages:
libapache-mod-perl_1.17-1.deb
libapache-mod-auth-sys_1.10-4.2.deb
libapache-mod-roaming_0.9.1-1.deb

And finally added www-data to shadow group
addgroup www-data shadow

Then it worked.

PS: In the netscape configuration you should specify
http://<your.machine>/roaming/<your username>
