The real driver is the ps2 mouse driver in the kernel. To configure it with X, see for example http://www.inria.fr/koala/colas/mouse-wheel-scroll/ Maybe some information from this page could be included in the doc directory of the xbase package (or otherwise a pointer to the web page I mentioned)?
