Hmmm, /etc/netscape4/config belongs to the 'netscape-base-4' ('dpkg -S
/etc/netscape4/config') package that should have been installed first.
Try reinstalling (using dpkg) 'netscape-base-4' then 'netscape-base-45',
and see if that helps.
