These are wrong.  Take out the :.* from between ^TO and the addresses:
^TO is a macro that contains everything you need, and putting colons
and wildcards after it just make it useless.

So, use:

* [EMAIL PROTECTED]
debian-english
:0:
* [EMAIL PROTECTED]
debian-spanish
