Dial Back

Can someone explain this to me or point in the direction of a FAQ on
How on setting up a dial back server?  I need to to the follow or
something similar:
        1) Wait for a call
        2) Authenticate a user, terminate the call
        3) Dial back to the user with a number associated with the
        user
        4) Allow the user to either start a terminal or PPP session
        once reconnected.
